The Legislative Yuan is one of the five branches (called 'yuàn', "courts") of government stipulated by the ROC Constitution, which follows the San-min Chu-i (political theory of Sun Yat-sen).
The first Legislative Yuan was to have been elected for a term of three years ending in 1951; however, the fall of the Mainland made it impossible to hold new elections.
The legislative elections in late 2001 produced a contentious situation in which the pan-blue coalition has only a thin majority over the governing pan-green coalition in the legislature [1], making the passage of bills often dependent on the votes of a few defectors and independents.

In 1989 direct election of villager committees was urged by the Provincial Department of Civil Affairs on a trial basis throughout the province.
The first election, as a provincial pilot county, was held in 1990, and 99 percent of the villager committees met the provincial standards.

In June 1990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.
As the National Assembly took action in 1994 to allow for the popular election of the president, the LY in 1994 passed legislation to allow for the direct election of the governor of Taiwan Province and the mayors of Taipei and Kaohsiung Municipalities.
The aftermath of the 2000 Presidential election and the 2001 legislative election left the ROC fragmented among several political parties.

The Control Yuan, the nation’s highest watchdog body, has been without members since Feb. 1 because the legislature has refused to approve the nominations submitted by President Chen Shui-bian (陳水扁), but this has not stopped the Executive Yuan from proposing a massive NT$240 million increase for the Control Yuan’s fiscal 2006 budget.
According to the central government’s overall budget submitted to the Legislative Yuan for approval, the Control Yuan’s share amounted to NT$2.26 billion, an increase of NT$240 million over fiscal 2005.
That the Control Yuan does important work - like impeaching corrupt officials (lucky corruption isn’t a problem in Taiwan then, isn’t it?) - seems to be being overlooked by both parties.
