Head of state or chief of state is the generic term for the individual or collective office that serves as the chief public representative of a monarchic or republican nation-state, federation, commonwealth or any other political state.
In parliamentary systems the head of state may be merely the nominal chief executive officer of the state, possessing executive power (hence the description of the United Kingdom monarch's government as His/Her Majesty's Government; a term indicating that all power belongs to the sovereign and the government acts on Her Majesty's behalf, not parliament's).
In a monarchy, the Monarch is the Head of State.

Heads of state who travel abroad perform crucial and unique diplomatic tasks, and, therefore, a principal purpose of head-of-state immunity is to allow state leaders freely to conduct diplomacy in foreign countries.
When the defendant head of state is a national of a state party to the treaty, head-of-state immunity is not really abrogated; rather, the state that holds the immunity has merely waived it in advance or delegated its power to try its own leaders.
Consequently, a sitting head of state's immunity, unlike that of a former head of state, cannot depend on whether the crime alleged involved his actions in a private capacity or an official capacity.

But the State Department issued a revised travel warning Monday that says, "Although Libya appears to have curtailed its support for international terrorism, it may maintain residual contacts with some of its former terrorist clients" and remains on the state sponsors of terrorism list.
