In the United States, prisons are operated at various levels of security, ranging from minimum-security prisons that mainly house non-violent offenders to Supermax facilities that house well-known criminals and terrorists such as Terry Nichols, Zacarias Moussaoui, and Richard Reid.
In many states, these facilities are maintained by county governments, with municipalities utilizing jails for the temporary holding of offenders until they are able to be transported to a county facility to await bail hearings or trial.
Often prisoners are confined in their cells 23 hours a day, but in some institutions prisoners are allowed out of their cells for most of the day, and when out of their cells, are always kept in the cell block or an exterior cage.

After serving in the Maine State Legislature for three years, Blaine was elected to the U.S. House of Representatives where he served as Speaker of the House from 1869 to 1875.
Muskie was born in Rumford, Maine and studied at Bates College.

There is no statute on this subject, but since Maine became a state it has been customary for the president of the senate and the speaker of the house of representatives to invite in turn the several clergymen of Augusta, Hallowell, and Gardiner, to open each day's session in their respective branches with prayer.
The number of school children in the state according to the report of the state superintendent for the year 1909 was 212,329, and the amount expended for school purposes was S2,368,890.
A state agency exists "to furnish municipal officers of towns and cities with pure, unadulterated intoxicating liquors to be kept and sold for medicinal, mechanical and manufacturing purposes".

 Statistics say mental illness disproportional in Maine's prisons
Mental illness affects a large portion of people who find themselves behind bars in Maine's state and correctional facilities, statistics show.
n Nearly 40 percent of the 2,025 inmates in the state's prison system receive psychoactive medications, although not all receive those drugs for true mental-health disorders, said Associate Commissioner of Corrections Denise Lord.
n The percentages of Mainers with mental illnesses in county jails -- 35 percent -- and state prisons -- 25 percent -- are higher than the national average of 16 percent, said the 2002 report authored by the Citizen's Committee on Mental Illness, Substance Abuse and Criminal Justice and NAMI Maine.
