The United Mexican states were born as an independent Union after the ratification of the Federal Constitution of the United Mexican States, on October 4, 1824.
The political organization of each state is based on a separation of powers in a congressional system: the legislative power is represented by a unicameral congress, the executive power is independent from the legislative and is headed by a "governor" and its cabinet, the judicial power is exercised by a Court of Justice.
This state comprised the territories of Campeche, Quintana Roo and Yucatán.

A governor is a governing official, usually in chief (at least nominally, to different degrees also politically and administratively) of a non-sovereign level of government, ranking under the head of state; furthermore the title apllies to high ranking officials in private or similar governance such as commercial and non-profit management.
In most states, whenever there is a sudden vacancy of one of the state's Senate seats, that state's governor appoints someone to fill the vacancy until a special election is to be held, although the governors of Oregon, Massachusetts and Alaska no longer have this power.
The first are states which are oligarchical in nature, but are not nominally hereditary, such as many dictatorships, the second are states where all, or almost all, real political power is held by democratic institutions, but which have a monarch as nominal head of state, generally known as constitutional monarchies.

The United Mexican States ("Mexico") is a federal republic comprising 31 states and one federal district (the Mexican Federal District, or Distrito Federal, which contains the capital, Mexico City).
According to the 1917 Constitution, executive power in each of those states is deposited in a governor, who is elected for a six-year term by direct, popular, secret universal suffrage.
The Head of Government of the Federal District is not considered a governorship, but the position is included on this list of governors for the sake of completeness.

John Anthony Winston, the fifteenth governor of Alabama, was born September 4, 1812 in Madison County, Alabama territory.
He was not so generous, however, regarding state support for public transportation, particularly where the railroads were concerned.
Winston vetoed over thirty bills and became known as the "veto governor." Although he was opposed to transportation funding in principle, Winston's actions were also guarded by the state's indebtedness due to the failure of the state bank.
