Instead of using the growth in the foreign-born population, the last three rows of Table 2 use the number of immigrants who arrived in the 1990s as the basis for estimating the impact of immigration on population growth.

Mexico’s migration was initially encouraged by the United States with the construction of the railroad system across borders and with the Bracero Accords in which Mexican workers were recruited to help ease labor force shortages in their economy that resulted due to a number of factors.
Mexican officials remained "silent, treating the legislation as an internal matter of the U.S. about which it would be inappropriate to comment" or what is called a "no policy" policy in which it would only comment as necessary to "protect the human rights of its nationals in the U.S. (Weintraub 1998, 1231).
Mexican migrants find it necessary to migrate because they are unable to obtain the economic stability in Mexico to obtain the necessary or desired things for their families.

If the respondent for a given household indicates a household member was born in one of the fifty states or Washington DC, the FR enters the ‘U.S.’ code for that case, asks the parental nativity questions, and skips the citizenship and year of entry questions.
