  NOWHERE TO HIDE:
All levels of the Michigan Department of Corrections are implicated in these retaliatory campaigns: the guards who carry out the individual acts of retaliation, the wardens who look the other way, and the corrections department officials who have, through their inaction, created a climate of impunity.
Friedman acknowledged that criminal prosecution of inmates for drug possession varies from county to county and prison to prison but asserted that prosecuting Barker was a misuse of prosecutorial resources and a result of retaliation for her having won a civil suit.

The Correctional Facilities Administration (CFA) is responsible for the state's prisons and camps, including the Special Alternative Incarceration (boot camp).
The 2003 Prison Rape Elimination Act provides for the analysis of the incidence and effects of prisoner sexual abuse (rape).
Michigan State Industries, which teaches job skills to prisoners while offering competitive products and services to governmental and non-profit agencies, has been added to the Corrections Web site.

While state government officials may have felt they could afford incarceration largess during the boom years of the 1990’s, state budgets are now groaning under the weight of the recent recession compounded by the revenue loss associated with the September 11 terrorist attacks.
The study found that the recidivism rate among prisoners released unconditionally was virtually the same as that among "mandatory parolees," or prisoners for whom parole is part of a fixed sentence: 62 percent of the former and 61 percent of the latter were re-arrested at least once within two years.
PLN is aimed at prisoners and their friends and loved ones on the outside, with the goal of helping prisoners and their supporters organize themselves to have a voice, and to be a progressive force in developing a public policy debate around the issue of crime and punishment.

Hispanics have one chance in six of being confined in prison during their lifetimes, the authors found.
Of those defendants found guilty in large state courts from 1994 to 1998, 71 percent represented by public counsel were sentenced to incarceration, as compared to 54 percent of defendants with private attorneys.
A growing list of more than 50 crimes — including offenses considered misdemeanors under state law, such as shoplifting or fighting at school — can trigger deportation.

I had opportunities to transfer to the State Police, option to take a job with the City of Wayne, also in Wayne County, and did work as a city officer for the City of Menominee while layed off in 1982.

It may be that the Iraq war is "rapidly shaping up to be the third-most expensive war in United States history," as this report in the CSM claims, and I'm on record as being a war skeptic, but a couple of caveats.
But the fundamental problem, in every state, is that juries drawn from the general population, as wonderful as they are in most cases, lack the expertise to decide medical questions accurately.
I don't believe in the minimalist state of libertarian wet dreams (what some call the night watchman state), as there are things only the state can do, but I firmly believe in small government.
