Military Sealift Command ships are civilian manned, and are referred to be as being in service, rather than in commission.
Military Sealift Command is one of three component commands reporting to the U.S. Transportation Command (USTRANSCOM).
Command resources were tasked to deliver more than 12 million tons (11 million metric tons) of wheeled and tracked vehicles, helicopters, ammunition, dry cargo, fuel and other supplies and equipment during the war.

In 1965, the three FFD ships were dispatched to Vietnam to offload their cargo for the Army's 11th Armored Cavalry Regiment, the famed "Blackhorse." The need for ships in sustaining the conflict led to their diversion into common-user-service and spelled the end of the initial project.
The cargo ships sailed from the port of Wilmington, North Carolina in July 1980 for the desolate atoll of Diego Garcia, in the British Indian Ocean Territories.
The 21 cargo ships of the APF proved invaluable and transported 19% of all the cargo sealifted to the Gulf.

As agreed, we investigated whether (1) the ships' equipment had deteriorated because of inadequate maintenance and (2) the Sealift tankers were being operated unsafely due to unqualified and inadequate numbers of crew.
The nine ships are the Sealift Atlantic, Sealift Pacific, Sealift Arabian Sea, Sealift China Sea, Sealift Indian Ocean, Sealift Mediterranean, Sealift Caribbean, Sealift Arctic, and Sealift Antarctic.
Further, the ships' conditions have deteriorated to the extent that MSC has spent approximately $20 million of the $256 million contract cost to (1) upgrade the condition of the ships and (2) employ individuals on the ships just to wipe up excess oil.

A ship "in commission" is a Navy command in her own right; she has her own administrative identity, and originates records in her own name.
When a ship is being overhauled at a shipyard, the deck log records the ship's presence at the shipyard, but does not identify the work being done or the materials being used.
In cases of deaths and injuries suffered on board ship, the log should record the simple fact of the death or injury and note whether medical treatment was given to the injured.

This request followed the order last week to carry military supplies from Europe to the Middle East, heightening the speculation that the US was pre-positioning itself for possible military strikes against Iraq.
