Why War? Keywords: National Public Radio   (Site not responding. Last check: 2007-10-16)
NPR was created in 1970, following the passage of the Public Broadcasting Act in 1967 which established the Corporation for Public Broadcasting and also led to the creation of the Public Broadcasting Service.
NPR member stations also receive charitable and government funding, but are famous for raising money through on-air pledge drives, during which programming is interrupted and listeners are encouraged to donate money to keep the station on the air.
On November 6, 2003 NPR was given $200 million from the estate of the late Joan Kroc, the widow of Ray Kroc, founder of McDonalds Corporation.

 PBPB | Public Broadcasting PolicyBase
NPR's financial problems, which resulted in an operating deficit of approximately $6.4 million for the year ended September 30, 1983, and the unanticipated need to borrow $7 million from CPB, occurred because the organization was not properly prepared for, and in fact, failed in its ambitious plan, known as Project Independence.
NPR' s operations, as pointed out in a management consultant's report to the Board in January 1982, were informal, resulting in decisions made on incomplete or inaccurate information, lack of coordination in implementation of decisions, lack of monitoring of actions taken, and confusion regarding the authority and the responsibilities of key members of management.
NPR management originally expected that a significant portion of the 1983 nonfederal grants and contributions goal of $7.2 would be achieved by obtaining two large grants in support of NPR Plus.

AlterNet: MediaCulture: How Public Is Public Radio?
A new FAIR study of NPR's guest list shows the radio service relies on the same elite and influential sources that dominate mainstream commercial news, and falls short of reflecting the diversity of the American public.
At least 83 percent of journalists appearing on NPR in June 2003 were employed by commercial U.S. media outlets, many at outlets famous for influencing newsroom agendas throughout the country (16 from the New York Times alone, and another seven from the Washington Post).
Though not a large proportion of NPR's sources, public interest voices were still about twice as common on NPR as on commercial network news, according to a FAIR study published in 2002 that found that such sources made up only 3 percent of voices on network news shows.

 Taking Charge of Federal Personnel
Congress legislated personnel reductions of 270,000 FTEs from fiscal year 1993 baseline levels, to be achieved by FY 1997.
This approach embodied such poor personnel policy, and was so costly to the Treasury and the retirement system, that it can only be explained as a political payment to federal unions to mute their opposition to downsizing.
Decentralizing management and personnel policy works in the private sector because there is a financial bottom line against which to measure the success or failure of the efforts.
