The State Archives holds Division complaint case files of the Division from 1946 to 1978, and appeals case files of the Human Rights Appeals Board, which heard appeals of Division decisions from 1968 until 1984, when the Board was abolished and its functions transferred to the courts.
The State Archives' records of the Council of Defense, established in 1917 to coordinate the State's military, industrial, agricultural, and commercial resources during World War I, include correspondence of its Division of Women and of the National Defense Council's Women's Committee, and records relating to training and enrollment of public health nurses.
Also in The New York State Archives holdings are correspondence files, lectures, photographs, professional meeting programs, and reports relating to the work of State Paleontologist Winifred Goldring from 1937 to 1958 and her previous work as assistant paleontologist (1915-1920), associate paleontologist (1920-1925, 1928-1932), paleobotanist (1925-1928), and assistant State paleontologist (1932-1937).

 Drop The Rock: New York Begins Overhaul Of Rockefeller Drug Laws
New York spends more than $500 million a year to incarcerate nonviolent drug offenders, many of whom can rebuild their lives faster if they receive treatment, said Michael Blain of the Drug Policy Alliance, an organization that espouses reducing both drug misuse and drug prohibition, and promoting the sovereignty of individuals.
New York Newsday reported on March 1, 2001 ( "The War On Drug Laws") that Brown "is the target of activists because he has become the point man for the state's 62 district attorneys in lobbying against reform of the tough laws."
The New York Times reported on March 10, 2001 that the governor's proposal "would reduce penalties for the most serious nonviolent drug offenders: those convicted of Class A felonies, now punishable by a minimum sentence of 15 years to life, for instance, would have their sentences reduced to a minimum of 8-1/3 years to life."

 HIV/AIDS and HEPATITIS-C IN NEW YORK STATE'S PRISONS
All New York State Prisons should follow the lead of the Albion and Bedford institutions and establish an in depth, mandatory, 2-week orientation for all inmates on HIV, AIDS and Hepatitis C. Latex barriers must be distributed freely to the incarcerated population.
New York State Assemblyman Jeff Aubry has allowed HIV/AIDS and Hepatitis C to flourish in NYS prisons, even though he is the chairman of the NYS Corrections Committee.
The State Health Commissioner, Dr. Novello, refuses to recognize that NYS prisons are a public health hazard, thereby aiding and abetting the spread of HIV and Hep C within their walls and out into the community.

New York State's prison system has the greatest percentage of inmates in disciplinary segregation, and we have the third largest number of inmates in all forms of segregated housing (administrative, disciplinary and protective custody) nationwide.
The national average of the percentage of state prisoners in disciplinary segregation is 2.6%, while in NY it is 6.7%.
