 3-digit Interstates from I-35
An early (1957-58) Iowa numbering plan had the numbers I-235 and I-380 overlapping along the entire route, perhaps to be fair to both I-35 and I-80.
When the highway department declined this proposal, the PAC moved on to opposing the freeway outright.
I-635 is one of a few even-prefix interstates that "break the numbering rules" and have one end at a non-interstate route (more info).

 1927 U.S. Numbered Highways (RVD)
For the past two years, the State highway departments of the Nation have been working on a plan, in cooperation with the Deparment of Agriculture, of designating certain through roads with numbers that would be carried continuous from coast to coast.
In laying out this system the highway officials felt that the simplicity of the plan adopted would be popular with the people, and in a large majority of the States, the numbers chosen have already been erected.
The roads designated by these numbers do not have any special preference over other roads on the Federal Aid Highway System, as far as construction and financing are concerned, but it is impossible to simplify interstate travel and have the entire Federal Aid System numbered according to this plan.

Using this method, the first exit number on an Interstate as you travel south to north or west to east is determined by its distance from the state line.
The second method of numbering Interstate exits is the consecutive numbering system, which means Interstate exit numbers begin at the most southerly or westerly point and increase consecutively as you travel north or east.

All About Interstate Highways @ Interstate-Guide.com
Interstate Highways were intentionally numbered so that they would not conflict with the preexisting U.S. Numbered System; in fact, the intent was that no Interstate Highway and U.S. Highway would share the same number within the same state.
Some Interstate Highways are Unsigned, including a variety of spur and loop routes that are often superfluous or confusing designations in addition to the primary route number.
