Two years ago 15 states had 21 ballot measures related to colleges, and in 2000, the numbers of referenda and states were nearly double this year's total.
Similar to measures that appeared on the Tennessee and South Carolina ballots in 2000 and 2002, a referendum in Oklahoma this year will decide if it should become part of the growing pack of states with lotteries whose proceeds are directed to education.
If those measures pass, some college officials say, it might be the first step in eventually outlawing domestic-partner benefits offered by public colleges in those states, since in some places the referenda would prohibit giving the benefits of marriage to people who are not married.
