The victim asserts that the state cop cursed her because he was being teased by his fellow state cops.
When the state cop had sexually spent himself on his victim, it's alleged that he left her helplessly tied out on the bed, hardly able to breath because of the duct tape over her face.

 Worldandnation: Lifers fill federal, state prisons
Nearly 128,000 people, or one of every 11 offenders in state and federal prisons, are serving life sentences, according to the study released Tuesday by the Sentencing Project, a Washington-based group that promotes alternatives to prison.
The figures, compiled from the Federal Bureau of Prisons and state correctional agencies, also show that the amount of time served by criminals given life sentences increased from an average of 21 years to 29 years between 1991 and 1997.
In Tennessee, for example, state law requires that any person sentenced to life with the possibility of parole serve at least 51 years before release is considered.

While state government officials may have felt they could afford incarceration largess during the boom years of the 1990’s, state budgets are now groaning under the weight of the recent recession compounded by the revenue loss associated with the September 11 terrorist attacks.
The study found that the recidivism rate among prisoners released unconditionally was virtually the same as that among "mandatory parolees," or prisoners for whom parole is part of a fixed sentence: 62 percent of the former and 61 percent of the latter were re-arrested at least once within two years.
PLN is aimed at prisoners and their friends and loved ones on the outside, with the goal of helping prisoners and their supporters organize themselves to have a voice, and to be a progressive force in developing a public policy debate around the issue of crime and punishment.
