Alan Carpenter was elected leader of the parliamentary caucus of the Australian Labor Party on the 24 January and was sworn in as premier on the 25 January 2006.
The premier must be a member of one of the two Houses of the Parliament of Western Australia; by convention the premier is a member of the lower house, the Western Australian Legislative Assembly.
The Constitution of Western Australia does not explicitly provide for a premier, and the office was not formally listed as one of the executive offices until the appointment of Ross McLarty in 1947.

In response to rapid increase in the prevalence of overweight and obesity among children and adolescents, The Premier's Physical Activity Taskforce conducted the CAPANS survey to provide a measure of physical activity levels and nutrition behaviours of West Australian children and adolescents.
The CAPANS Preliminary Report [PDF Document 108kb] released in 2004 by the Premier at Mount Hawthorn primary school, outlines trends in children's and adolescents' physical activity and nutrition and makes recommendations to increase physical activity and improve nutrition among our youth.
At the launch, the Premier also announced an additional $1.2 million in funding to develop a range of child physical activity and nutrition initiatives.
