Dominica was partially integrated into the federal colony of the Leeward Islands in 1832 with the governor based in Antigua in charge of its affairs.
At the same time Dominica was expanding the cultivation of cocoa as well as limes and it was the large newly restructured British owned cocoa estates that were being established during the 1880s in the north of the island that attracted Montserrat settlers.
With "the native of Dominica" focused on becoming independent peasant proprietors and reluctant to work on plantations, what the Dominican plantocracy needed from Montserrat was labour to work its fields and factories and as a result the history of lime and cocoa production in Dominica is synonymous with the peak years of Montserratian immigration.
