LTDH vice president Khemais Ksila, who was arrested in September 1997 and convicted in February 1998 on charges of defamation of the public order, dissemination of false information, and inciting the public to violence, was released on September 22 after receiving an early parole (see Sections 1.e., 2.d., and 4).
President Ben Ali subsequently announced, during his November 15 inauguration ceremony, that he would propose a law to require voters to enter the voting booth and take copies of all party ballots (not just the ballot with ruling-party candidates) in order to preserve the secrecy of the vote.
The Government and the party are integrated closely; the President of the Republic is also the president of the party, and the party's secretary general holds the rank of minister.
