A prime minister is the chief member of the cabinet in a parliamentary system of government, or alternatively an official in a presidential system or semi-presidential system whose duty is to execute the directives of the President and manage the civil service.
In a parliamentary system, such as the Westminster System, the Prime Minister is generally in practice the head of the government while the head of state is largely a ceremonial position.
Prime Ministers can be found in both constitutional monarchies (as is the case in the United Kingdom and Australia), and in republics, where the head of state is an elected or unelected official with varying degrees of real power.

Under the hawkish former interior minister, Ljube Boskovski, the police were transformed into the paramilitary arm of VMRO and were heavily criticised by the international community as unprofessional and a threat to stability.

He was nominated for the post of Prime Minister by the then President Ramiz Alia in 1991, but was forced to resign after popular protests and strikes.
That same year, following general elections, Nano was appointed Prime Minister by President Rexhep Meidani, only to resign again in 1998 after the protests that followed the assassination an opposition leader, Azem Hajdari.
Nano became Prime Minister for the third time on July 25, 2002, appointed by President Alfred Moisiu.

The three ministers Nano accused of corruption (for finance, privatization and the public economy, and public works and tourism) tendered their resignations during an SP General Steering Committee meeting, in early December, in an attempt to bring about a compromise that would permit the government to go forward.
That Majko, Meta's choice for prime minister, won over Nano's candidate in the SP General Steering Committee by almost two thirds of the votes is indicative of Meta's strength in that body.
