When I saw the information in this post, I assumed it was using a propaganda technique that I call the "incomplete list." So since I was going to be using the library anyway, I decided to pick one of Soviet government agencies on these lists and see what I could learn about it.
So yes, Jews were over-represented considering what a small minority they were, but the crazily high percentages implied in the above post are obviously obtained by using incomplete lists.
And, of course, the Soviets began persecuting religious Jews early on, and in decades closer to our own time the Soviet Union became one of the principal anti-Semitic regimes.
