  Taoiseach - Wiki Ireland
The Taoiseach is appointed by the President upon the nomination of Dáil Éireann (the lower house of parliament), and must, while he or she remains in office, enjoy the confidence of the Dáil.
One exception to this was John A. Costello, who was not leader of his party, but an agreed choice to head the government, because the other parties refused to accept then Fine Gael leader Richard Mulcahy as Taoiseach.

 Senator Mary Henry - Speech
Another important feature which was not in existence when I sat in the Seanad from 1989 to 1992 is that, as in the past two or two and a half years, more legislation is initiated here.
Apart from the fact that we would be like turkeys voting for Christmas if we were to advocate the abolition of the Seanad, there has never been such a need for it as a strong constitutional bulwark against the hastily prepared, ill-considered legislation which emanates from the other House.

Nevertheless, it is important that we give the Government and the Minister for Foreign Affairs every encouragement to go on even though, as he said himself, he did not realise the large amount of commitment, long hours and hard work that has been put in to reach the present stage.

Everybody accepts these facts and will give expression to them, as I have done, but lipservice alone in support of any cause never won victory for that cause; if we are to succeed, success will involve total commitment on the part of the community and the Government.
It is equally important that such a slogan or description should not become merely a slogan or a phrase to be used to cloak ideologically-motivated methods to infringe on what is, at least in our present state of development, management's legitimate responsibility.

The most important of the Ulster dialects today is that of the Rosses (na Rosa), which has been used extensively in literature by such authors as the brothers Séamus Ó Grianna and Seosamh Mac Grianna, locally known as Jimí Fheilimí and Joe Fheilimí.

None of the recent taoisigh have been fluent in Irish; however, the two most recent Presidents, Mary Robinson and Mary McAleese are fluent, though the former studied the language while in office to improve her fluency.
