Most of the state's real spending growth over the past five years has been mandated by the courts or by federal government and is not discretionary, the analysis shows.
That means Tennessee taxpayers directly subsidize their public institutions of higher learning - everything from UT, the University of Memphis and community colleges to technical institutes and technology centers - to the tune of just over $1 billion, or less than half what the budget might imply.
In Tennessee's state prisons, for example, the number of inmates grew from 13,295 to 18,408, a 39 percent increase in the last five years.

MONTGOMERY (AP) — A new report lists Alabama last among 16 Southern states when it comes to prison overcrowding, and state corrections officials say the problem is even worse.
The SLC report said Alabama in July had 26,496 inmates in prisons built to hold 22,406, putting the overcrowding figure at 118 percent of capacity.
Department Spokesman Brian Corbett said the prisons actually were built to hold only 12,388 inmates, meaning the overcrowding figure should be 214 percent of capacity.
