In 1991 the Texas Legislature passed the Texas Clean Rivers Act in response to growing concerns that water resource issues were not being addressed in a holistic manner.
The TCEQ implements the Program by contracting with 15 partner agencies, including 12 river authorities, one water district, one federal agency, and one council of government, to conduct water quality monitoring and assessments in the 23 river and coastal basins of Texas.
A comprehensive list of options was developed and evaluated based on equity, administrative feasibility, the stability of the revenue source, whether the funding source was water-related, the pollution-reduction incentive of the funding option, and legislative practicality.

 LCRA: Feature Story: Exotic plants plaguing Texas lakes and rivers
Many Central Texas residents are familiar with hydrilla -- one of the fastest growing invasive aquatic plants -- and the problems it has caused in Lake Austin.
First recorded in Texas in 1969, hydrilla is not native to the United States, but was brought initially to Florida from Asia as an exotic aquarium plant decades ago.
The City of Austin will be working with its other partners in the Lake Austin hydrilla war -- including Texas Parks and Wildlife, LCRA and a property owner group called Friends of Lake Austin -- to determine possible next steps in addressing the problem.

The following is a list of Lifers and a few comments that we got from our trip to Arizona and Texas on January 10 through February 21, 2005.
We got the Elegant Trogon again this year at Patagonia SP, and Sue and her mother Mary, got Montezuma Quail, which we only once previously saw in Texas about 5 years ago.
I picked up female Rose-throated Becard at Alan Williams' yard in Pharr, Texas — Sue missed one for a change, but we both had the male last year in Arizona.
