From John Adams in 1789 to Alben Barkley in 1952, presiding over the Senate was the chief function of vice presidents, who had an office in the Capitol, received their staff support and office expenses through the legislative appropriations, and who often were not invited to participate in cabinet meetings or other executive activities.
Senator Wade, it should be noted, cast his vote in favor of conviction, and President Johnson, after his acquittal, objected to placing the president pro tempore in the line of succession because he would therefore be "interested in producing a vacancy."
Election of a senator to the office of president pro tempore has always been considered one of the highest honors offered to a senator by the Senate as a body.
