Invisible Fuel: Manufactured and Natural Gas in America, 1800-2000
The first gas company in America was established in Baltimore in 1816 and by 1850 some 50 cities had manufacturing plant for producing gas from coal.
Gas was mainly used for lighting, and because of the high price its use was confined to the wealthiest of citizens, and to the business community.
Improvements in pipeline technology meant that gas from the large natural gas fields in the south-west of the country could be piped into large north-eastern cities such as Boston, New York and Philadelphia which had been the last bastions of manufactured gas in America.

 Natural Gas
Natural gas was regarded as a natural monopoly and stated-owned companies generally run the industry.
The gas market is to be opened to competition progressively, during a 10 year period, to reach in 2008 at least 33% of total gas consumption.
Natural gas policies are also needed to promote investment and development of natural gas supplies, to facilitate construction of natural gas infrastructure and to develop domestic and cross-border natural gas transport as well as markets for natural gas products and services.

The regulation of local distribution companies has much the same objective as regulation of intestate pipelines, including avoiding the exercise of market power, protecting customers who rely on their supply of natural gas from a single source (captive customers), and ensuring that the rates and prices set by an LDC are fair and equitable.
FERC oversees those industries in which member companies have significant market power over their sectors; for example natural gas pipelines are considered 'natural monopolies' due to the fact that in many areas, a single pipeline infrastructure has control over all of the transportation of natural gas to that area.
The regulatory environment in which the natural gas industry operates is constantly changing, with small modifications and company specific issues being dealt with, as well as the institution and modification of broader, far reaching policy objectives and major rulemakings.

 History
The rich literature of manufactured gas was established with the world looking to Britain and already the health sciences were reporting such connected diseases as scrotal cancer among British chimney sweeps, who had close body contact with coal tars in their work.
Discharge of gas house residuals, to the atmosphere, the ground and surface waters began to cause reports of death to aquatic life, contamination of drinking water, destruction of crops, and associated health problems.
Although it was possible to burn gas tars or to dehydrate such, many gas plant operators were dumping unsalable tar-water emulsions to the environment and the problem only worsened with new wartime coke shortages, during which time carburetted water gas plants continued the substitution of soft coals for coke, aggravating the tar-water emulsion problem.
