Odd-numbered routes stretch from U.S. Route 101 (functionally a State Route 1) in the west to State Route 31 in the east.
Similarly, a child of U.S. Route 395, functionally SR 29, is State Route 291.

I agree with SPUI in the sense that the legal name for such a road is State Route 3, and that people in the state of Washington refer to that road as "State Route 3".
I agree with Rschen7754 and company when they state that people outside the state of Washington would refer to it as "Washington State Route 3", but SPUI claims that people who refer to the road as such are using a sort of disambiguation, and I agree with SPUI there as well.
The use of disambiguating parentheses is in dispute, for instance "California state route" versus "state route (California)" (Talk:State Route 2 (California)).

This information was compiled primarily from the 1998 Highway Sufficiency Ratings manual, which is published annually by the Planning Bureau at NYSDOT, and which gives a variety of statistics for all numbered touring routes and all reference routes in the State, whether DOT-maintained or otherwise.
