Washington is a state in the Pacific Northwest of the United States.
Washington is bounded by the Pacific Ocean to the west, Oregon to the south (the Columbia River forming most of this border), Idaho to the east and British Columbia, Canada to the north.
Washington also ranked second in the nation in grapes (all varieties taken together), apricots, asparagus (over a third of the country's production) and green peas for processing; third in the nation for wheat, prunes and plums, summer dry onions, trout and butter; fourth in barley and peaches; and fifth in cranberries and strawberries.

Two companies had been paid hundreds of millions of dollars to run state prisons for six years, and it was time to find out whether taxpayers could get a better deal, a state board decided in 2002.
The two private companies that run five state prisons still have their contracts, worth a total of $90-million annually, even though audits have found the contracts aren't as efficient as state law requires.
State corrections officials had fought privatizing prisons in the early 1990s, causing a frustrated Legislature to create the commission to get the job done.

In the decennial census, prisoners are counted where they are incarcerated, and many federal and state funding streams are tied to census population counts.
In Wisconsin, the number of state prisoners who were housed in other states (known as interstate transfers) caused concern because these prisoners would be counted in the decennial census in the states where they were incarcerated.

The study found that the recidivism rate among prisoners released unconditionally was virtually the same as that among "mandatory parolees," or prisoners for whom parole is part of a fixed sentence: 62 percent of the former and 61 percent of the latter were re-arrested at least once within two years.
