Welsh (Cymraeg or y Gymraeg), not to be confused with Welsh English (the English language as spoken in Wales), is a member of the Brythonic branch of Celtic spoken natively in the western part of Britain known as Wales (Cymru), and in the Chubut Valley, a Welsh immigrant colony in the Patagonia region of Argentina.
Although Welsh is a minority language, and thus threatened by the dominance of English, support for the language grew during the second half of the 20th century, along with the rise of nationalist political organisations such as the political party Plaid Cymru and Cymdeithas yr Iaith Gymraeg (the Welsh Language Society).
Welsh morphology has much in common with that of the other modern Insular Celtic languages, such the use of initial consonant mutations, and the use of so-called "conjugated prepositions" (prepositions that fuse with the personal pronouns that are their object).

The traditional women's Welsh costume, incorporating a tall fl hat, was devised in the nineteenth century by Lady Llanover, herself a prominent patron of the Welsh language and culture.
Wales has been a principality since the 13th century, initially under the Welsh prince Llywelyn the Great, and later under his grandson, Llywelyn the Last, who took the title Prince of Wales around 1258, and was recognised by the English Crown in 1277 by the Treaty of Aberconwy.
The main population and industrial areas are in South Wales, consisting of the cities of Cardiff, Swansea and Newport and surrounding areas.

Gwynedd is a principal area in Wales, named after the old Kingdom of Gwynedd.
A large proportion of the population being Welsh-speaking, it became once again a centre of nationalism, with Plaid Cymru gaining a toehold which helped the party on to greater successes.
In the latest round of local government reorganisation, on April 1, 1996, it was reconstituted to cover a different area, losing Anglesey to became an independent unitary, and Aberconwy to the new Conwy county borough.

Welsh is one of the Celtic languages still spoken, perhaps that with the greatest number of speakers.
It led the campaign for the first Welsh Language Act and is held to be responsible for many of the symbols which have made the existence of the Welsh language more a natural part of public life in the last half of the twentieth century.
The population of Wales is still rising at the end of the century, despite deaths in excess of births, and despite a large emigration particularly of educated, and so disproportionately Welsh-speaking, youth.

As in pure list PR systems, there is normally a threshold of popular vote or constituency seats required to entitle a party to proportional representation in the legislature.
As for the party list seats, the PCs' 57.9 per cent of the popular vote would probably entitle them to six seats, while the Liberals' 33.7 per cent would give them three, and the NDP would pick up the final seat on the strength of its eight per cent of the vote.
