Usually a normal procedure after an airliner is destroyed, why it took United more than four years to 'deregister' the airplanes and fill out the official FAA paperwork remains a mystery and never has been fully explained by the FAA, United or the government.
Besides the FAA and BTS irregularities, the official flight lists from all four flights have been a serious bone of contention for 9/11 critics, who call attention to the glaring errors and conflicting passenger numbers on many of the flight lists released, many coming from unverified sources.

WASHINGTON - The Bush administration is checking the accuracy of a watch list of suspected terrorists banned from traveling on airliners in the US and will probably cut the list in half, the head of the Transportation Security Administration said Wednesday.
Even cutting the list in half is "nice but not all that meaningful," said Barry Steinhardt, an attorney with the American Civil Liberties Union.
He noted that various estimates of the list's size, which is classified, have ranged from 50,000 to 350,000 names.

Apart with the problems with homonymy, the big problem is that TSA just compiles the list but apparently does not have links back to the casework that justified adding names to the list in the first place, nor is there anything remotely resembling due process is getting one's name off the list.
The only reason the list might be of value is to reveal whether or not a cover identity has been broken, in which case, they'd have to abort the plan and put someone else into play (or get the agent a new ID and book a new flight).
Lists are very effetcive, when used properly, and it's darned near impossible to do anything without a list.
