Regia Marina attacked with insidious weapons: MAS 21 and MAS 15 sank Hungarian battleship SMS Szent István in Adriatic sea on 10 June 1918; an early type of human torpedo (Mignatta) entered the harbour of Pola, sinking the Austro-Ungarian flagship Viribus Unitis, on 1 November 1918.
This is considered to be one of the inspirations for the Japanese attack at Pearl Harbor.

When Italy entered World War II on 10 June 1940 Regia Marina was the fourth largest navy in the world and had a mix of modernised and new battleships.
There was a major defeat for the Regia Marina at Cape Matapan where the Royal Navy intercepted and destroyed three heavy cruisers (Zara, Pola and Fiume; all of the same class) and two Poeti class destroyers in a night ambush, with the loss of over 2300 seamen.

And if you are facing an opponenent that concentrates on battleships and cruisers AND has better doctrines and admirals, then focusing on carriers alone without some ships that can stand and deal out a pounding at close range could have really, really, bad results.
That said, the era of battleships and battlecruisers is definitely over in HoI2 - so long as you can afford to build the carriers.
For anyone that is disturbed by the inability of battleships to engage, as I was initially, a remedial reading of the Battle of Midway will quell any misgivings.

The Austrian victory of the battle of Lissa in 1866 left the Italian navy, Regia Marina, with the certainity that newer and better capital ships had to be developed.
Becoming rapidly outdated her active service ended after only eight years when she was placed into first reserve; in 1906 she was finally stricken from the fleet list.
From 2 June 1906 she served as guard ship at Kumbor, Bocche di Cattaro, and was finally hulked on 19 August 1910.

Again, Japanese wrecked Pearl Harbor with two battleships being sunk (California still floats but is in really bad shape and might not survive the next day) and almost entire US air force in the island either destroyed (some 200 aircraft) or damaged.

On 1926 the Regia Marina began studying the rebuilding of the 4 battleships of the Conte di Cavour class and these overhauls were completed by early 1933.
On March 1930 the contract for a new class of battleship, the Littorios, was approved and completion of the first 2 units was expected by late 1936 and the last 2 units by early 1940.
Regia Marina: 10 Battleships, 10 Heavy Cruiser, 20 Light Cruisers, 62 Destroyers.

It's true, battleships without aircover in decent weather were little more than sitting targets for aircraft carriers.
I did meet the "RM Sparviero CV" and once the carrier battle was over and I closed in I shot Regia Marina to kingdom come...
Another factor is that Japanese naval forces at start are a disorganized, difficult to command mess, so I got sick of dealing with "we have to issue orders individually" and split carriers off from the rest of the rabble.
