The use of cel-shading in video games has slowed somewhat since its inception, but the technique continues to be employed in the modern era.
The only cel-shaded games to receive both positive ratings and sales after Sly Cooper and the Thievius Raccoonus were The Legend of Zelda: The Wind Waker and Sly 2: Band of Thieves.
The first 3D video game to specifically feature cel-shaded characters among FMV backgrounds as its primary animation style was Fear Effect for the Sony PlayStation, which was released in the year 2000.

Games like Zelda get alot of (bad) attention because of them being cel shaded.
In games like Robotech, where its supposed to look like a cartoon, people don't mind because its just recreating the cartoon experience in video game form, and Robotech was originally a cartoon.
I suppose that Zelda is the only game where gameplayers are starting to like the cel shaded look.

Not only is it one of the most original and entertaining games to come out in forever, it’s also reasonably priced; it’s a side-scroller that not only manages to pump some life into the genre, but deliver a gameplay experience that tops its hyper-realistic competition.
It’s one of those games were the act of playing in and of itself is so damn enjoyable that even if you were accomplishing nothing at all it would still be worth putting on for hours at a time, if not to just “experience” the one-of-a-kind visual presentation.
This isn’t a bad thing by any means, as it definitely matches the caffeinated nature of the game, but if you have a ripping sound system you might have to readjust your volume settings before and after each game as to not give yourself a heart attack each time it comes on.

Also, of course, the game boasts slightly faster load times, which made fights go a little more smoothly when a change of landscape is encountered, or a second enemy jumps in right after defeating your first.
At its heart, Budokai 2 is a fighting game; a fighting game specifically tailored to match the fast-paced action of the series--when action is taking place, at any rate.

Tales of Symphonia is another in a long line of games this generation to use cel-shading graphics, and here they produce a stunning world.
One of the game's selling points is that it provides over 80 hours of gameplay, and I can vouch that for once the back of the box isn't lying.
They're entirely optional, but also help to answer a lot of questions that other events in the game leave unanswered and thus shouldn't be skipped.

However, there is a video plugin in development that will allow real cel shading on existing games, but it doesn't work well and it's author hasn't released even an alpha version yet.
Rice released a version of his n64 video plugin a while back that allows loading of external textures, and there have been projects going on to replace the textures in a lot of n64 games with higher res, or custom, textures.
I certainly wouldn't fork over money for games I already own...especially in the case of Ocarina of Time, seeing as how I have 3 copies of that game between two systems.

 CGTalk - Stylized Cel shaded game from Capcom Announced
It's a very stylized cel-shaded video game from Capcom (makers of Resident Evil series, Devil May Cry series, etc.) for the GameCube.
I think the use of cel-shading in games can add so much atmosphere to them, beyond being a fashion thing (mind you that's pretty important since we get bored of samey-photoreal-sci-fi looks so easily).
In all, the main character seems to have seven different (which is where they get the games name I'm sure...Killer7) personalities for use through the game, which takes the form of a "Crime Story" of sorts.

Cel-shading is when you use flat colors to give the appearance of shading instead of say, blending or airbrushing, etc. Sometime it's also known as cut-edge.
This art style is usually appealing and stands out more than other art, but for video games i think animators should stick to 3D.
i myself dispise the fact of a video game being comically animated in that way.

Automodellista is one of the few games that really pushed it to the limit as far as cel shading goes.
I'm a huge fan of cel shaded games, and even though AOD already gave TR a much needed facelift, I think this would give it a unique touch.
I know Core is going to make two more TR games based on The Angel of Darkness storyline, but maybe a different team at Core could work on a cel-shaded TR game as well.
