 UNODC - Bulletin on Narcotics - 1985 Issue 2 - 021
Certain drug abuse prevention programmes are identified as being counterproductive, such as inconsistent and incongruous programmes of the media that glamorize the life of celebrities who are abusing drugs, or drug information material that concurrently publicizes the use of legal drugs.
With regard to the prevention of drug abuse, there are still other traditional values which should be mentioned here, such as the affirmation of the need for the harmonious development of the child and the establishment of a solid system of values which is so essential for the psycho-social development of adolescents [ 2].
The history of the family, the history of values, of which happiness (often confused with simple comfort and ease) and freedom certainly represent, even at present, the least contested of accepted ideas, still remain to be researched.

Drug trafficking comes at the top of this list of illegal money raising activities, followed by robbery, extortion, kidnapping, flmailing and arms smuggling.
For instance, the UN Convention Against Illicit Traffic In Narcotic Drugs and Psychotropic Substances (1988) recognizes the links between illicit drug traffic and other organized criminal activities which undermine the stability, security and legitimacy of sovereign states.
Paragraph 5 of the UN International Narcotics Control Board (INCB)’s 1992 report points out that "illicit cultivation of narcotic plants and illicit trafficking in drugs continue to be a threat to the political, economic and social stability of several countries.

The American Drug Panic of the 1980s
Mothers in some 20 states have been arrested for the crime of "transferring" illicit drugs to a minor; that is, because of their own drug use, they caused the passage of said controlled substance through the placenta to the fetus they were carrying (Hoffman, 1990).
Moreover, in the sense that drug use skyrocketed to become the number one problem in the country, as measured by public opinion polls, while the actual harm it caused was very far down on the list of harmful conditions, this concern most decidedly can be referred to as a panic.
Illegal drug abuse is still regarded as a major American social problem, but its precipitous fall from the problem of the decade to one problem among many, likewise, indicates that factors other than an objective assessment of the harm that it caused were at work.

Furthermore, given the large disparity between official assertions of the prevalence of employee drug abusers and the percentage of confirmed positives reported in recent years, either the prevalence assertions are grossly exaggerated or the labs are testing at probable-cause concentration levels, thereby trading false negatives for false positives to avoid lawsuits from the falsely accused.
The sponsor of this and related drug testing legislative proposals is Representative Gerald Solomon (R-NY), a senior member of the House and an aggressive proponent of escalating the War On Drugs.
The history of currently outlawed intoxicants in America is one of waves of often religion-driven intolerance atop a racist undertow—a bible-thumping and xenophobic demonization of the indulgent.

On March 5, he was convicted of 15 counts of drug trafficking, obtaining a controlled substance by fraud and possession of a controlled substance, which earned him a mandatory minimum of 25 years in state prison and a $500,000 fine.
However, FDA did not recognize that the drug could be dissolved in water and injected, which disrupted the controlled-release characteristics and created an immediate rush or high, thereby increasing the potential for abuse.
Drug policy reformers, including CSDP, disagree with that sentiment, and contend that treating drug use as a crime is backward, counterproductive, and wrong.

Many hard drug users have followed a similar path from cigarettes and alcohol, to cannabis, to heroin and cocaine.
It might be that cannabis users have a genetic profile that predisposes them both to cannabis use and to harder drugs, or a personal history that does the same.
The work shows that marijuana is indeed a gateway to other illicit drugs, says Denise Kandel, at Columbia University, New York, in an editorial commenting on the journal paper.

Does my social security number, credit history, or telephone number belong only to me? Further, the strange thing about hackers asserting a right to privacy is that it declares a certain kind of information to not be free.
The problem most hackers had with TRW is not they kept files on most peoples' credit histories without their knowledge (thus they couldn't see if they contained any errors), and it was on that (unknown) basis that they were denied loans, credit cards, mortgages, etc. It was that those files were insecure.
This part of their ethical code is not different from many other criminal organizations or subcultures, such as prison inmates, drug addicts, prostitutes, etc., or even 'above-ground' subcultures such as police departments.
