BALOCHISTAN: Ziarat turned out to be the worst-hit area in Balochistan where 100 per cent of the samples collected were found to be contaminated.
PUNJAB: Sargodha is on top of the list of cities of Punjab possessing contaminated water as 92 per cent of the samples taken from the area contained bacteria.

Balochistan has a completely different social fabric under the rule of sardari system being the sign of their authority and ownership, and it cannot be compared with Multan, Faisalabad, etc. However, existence of social injustice and inequal distribution of resources in these cities cannot be ruled out by their ecnonomic growth.
The NFC war, the provincial autonomy issue, the concurrent lists are all issues that demand bold immediate resolutions, and which are genuine agendas for the betterment of the people of Pakistan, but not at the cost of the federation's unity.

comparing both cities i think peshawar is much better place to live and has vibrant culture.
By the way, they know that these two cities will one day be returned to Afghanistan, so that could be a reason too.
Balochistan to my knowledge covers about 44% of pakistani land, yet only 5% of the population is living there.
