In most parts of the world, cities are generally substantial and nearly always have an urban core, but in the United States many incorporated areas which have a very modest population, or a suburban or even mostly rural character, are designated as cities.
Although city can refer to an agglomeration including suburban and satellite areas, the term is not usually applied to a conurbation (cluster) of distinct urban places, nor for a wider metropolitan area including more than one city, each acting as a focus for parts of the area.

A: According to the National Climatic Data Center's list of annual average wind speeds, the windiest U.S. city is Dodge City, Kansas, with an average speed of 13.9 mph.
A couple of other cities with average higher winds that Chicago that I happened to find are Boston with 12.5 mph and New York City's JFK Airport (which is near the Atlantic Ocean) with 12.2 mph.

I have a vague recollection that it (and Edmonton) were the two "City of Champions"s on my original list.
"The Garden City" is an unusual one: there appear to be a number of cities with "Garden" as a part of their real names, which makes it a bit hard to sift out and locate the one(s) where it's just a nickname.
I left three of these in the main list; Christchurch is Phil Pearson's fault, and the others came from a Google search to see if the nickname was too common for my tastes.
