The troops were deployed by Colonial Department of the Minister of the Navy, and their officers were controlled by the Undersecretary for Colonies, a civilian, but they had the right to correspond with the Minister of the Navy on technical subjects such as pay, postings and promotions.

At the head of it is a commissioner of education, appointed by the governor and the Senate, and a board of education, composed of the governor and the lieutenant-governor ex officio and six other members elected by the General Assembly.
Under an act of the 12th of April 1883, as amended on the 4th of April 1902, education is compulsory for children between the ages of seven and fifteen, but the maximum limit is reduced to thirteen for children who are employed at lawful labor.
The majority has occasionally protested by electing a Democratic governor, but he has not been able to accomplish a great deal, because until 1909 he did not have veto power nor effectual means to induce the Senate to ratify his appointments.

deputy governor, Council member, and justice of the General Court and of the county court of Albemarle, was the son of John and Mary Harvey of the Heath, in Snitterfield Parish, Warwickshire, England.
By various devices they succeeded for several years in avoiding compliance with the requirement, both on the part of the governors of the entire province and the deputy governors of North Carolina, who technically were only the agents of the governor of the province, and in the Proprietors' view, were not subject to the requirement.
Early in 1690 Governor Philip Ludwell gave him a deputation to represent in Albemarle one of the Lords Proprietors, subsequently raising him to the governor's Council and to the benches of the highest courts of the colony.

Present earlier at the mysteriously vanished colony of Roanoke, Virginia, the Anglican faith came with Captain John Smith to the Jamestown settlement in 1607, and it was henceforth to be dominant both in Virginia and other southern colonies.

The colony received a second patent in June 1621 from the Council for New England, which gave title to land jointly for adventurers and planters (100 acres per person transported and 1,500 acres for public use) at an annual rent of 2 shillings per 100 acres, although the exact boundaries of the colony were undefined.
A provincial assembly was composed of the Governor, hereditary nobles and deputies (freeholders with 500 acres).
Their colony, called Stuart's Town was completely destroyed because of fighting in the area between Indians and Spanish, and because of antagonism from Virginia.

The new governor of Virginia became Sir Francis Wyatt (a descendant of the Wyatt plotters early in the career of Elizabeth I), who had married a niece of Sir Edwin Sandys, which Edwin has a bad press.
So, in the American colonies, by 1619, after the struggle between the Smythe/Sandys factions for control of the Jamestown settlement at Virginia, instructions were received for the formation of a local government, the House of Burgesses, which became more democratic in ideas than anything in England or Europe (as Ver Steeg notes).
