Hoover Institution - Policy Review - The Colonial Roots of American Taxation, 1607-1700
Proprietary colonies differed from chartered colonies in that the public revenue of the colony belonged to the private proprietor rather than to the common shareholders of the chartered corporation and the freemen who subsequently became residents.
To profit from the development of his colony, collect quitrents and fines, and recover land from settlers without heirs or who failed to meet the terms of their contracts, each proprietor required a system of territorial administration.
Almost from the beginning, in all the proprietary colonies except New York, proprietors and their executive officials were dependent on annual appropriations of their legislatures, which set specific rates of duties and direct taxes.

Forfeiture in England and Colonial America
By the seventeenth century crimes that were considered felonies included murder, manslaughter, witchcraft, larceny, abduction of an heiress with intent to marry her, forgery of a deed or testimonial, transportation of a sheep, and malicious cutting of another man's tongue or his eyes [Veall, 1970:2].
Some were royal colonies (such as Virginia) thought to be under direct control of the Crown; others were chartered colonies (e.g., Massachusetts) in which extensive governing rights were given to a charter company; still others were proprietary colonies (e.g., Maryland and Pennsylvania) in which a single owner had been granted vast authority [Hall, 1989:14].
Given the fact that a number of colonies had abolished the use of forfeiture and corruption of blood, it is not surprising that the Constitutional Convention of 1787 took up the issue.

This list was designed to indicate the amount of time and effort Raleigh had already given the colonization movement, and Hariot labels Raleigh the "chiefe enterpriser" who, with the support of the Queen, had continued his grand project--despite the criticisms of returning colonists in 1586--by planting the new colony in 1587.
An examination of the list of imports for 1559-60, for instance, shows that 17% of them were for flax, linen, and canvas for shipbuilding (Palliser 331).
In fact, the real fruits of the colony's labor were not the production of any valuable commodity whether that be a cash crop or a mine; instead, the actual fruits that Hariot could legitimately claim consisted of some basic information about Virginia, and this information gives the report its historical value.
