In 1900 there were 1678 factories, and in 1905, 1617 factories.f The total capital invested in manufacturing in 1850 was $12,935,676; in 1890, $f26,483,.4o1, and in 1900, $183,784,587, of which $176,901,606 was in factories; in 1905 the capital invested in factories was S215,901,375.
At the head of it is a commissioner of education, appointed by the governor and the Senate, and a board of education, composed of the governor and the lieutenant-governor ex officio and six other members elected by the General Assembly.
Under an act of the 12th of April 1883, as amended on the 4th of April 1902, education is compulsory for children between the ages of seven and fifteen, but the maximum limit is reduced to thirteen for children who are employed at lawful labor.

Its governor by 1622 was John Bernard, sent out to inspect Capt. Butler's proceedings, but Bernard died, and his successor was John Harrison, a nominee of the Sandys faction, who held office only in 1623.
So, in the American colonies, by 1619, after the struggle between the Smythe/Sandys factions for control of the Jamestown settlement at Virginia, instructions were received for the formation of a local government, the House of Burgesses, which became more democratic in ideas than anything in England or Europe (as Ver Steeg notes).
