It should be remembered, however, that in our early colonial period, a " free school " was generally one in which school fees of one sort or another were regularly paid by all but the poorest pupils ; and was, moreover, a school of secondary grade, that is, a Latin grammar school.
Governor Hopkins had made a separate bequest of £500, which should come into the hands of the same trustees for the same purpose, on the death of his wife.
While Sir Francis Nicholson was governor of Virginia, he not only encouraged and furthered the establishment of William and Mary College, but gave certain lots and houses of his own for the endowment of another free school in that colony.

The Governor of Virginia is forbidden by the Constitution of the Commonwealth from serving consecutive terms (the only U.S. state in which gubernatorial incumbents are forbidden from running for governor); however, several governors have served multiple non-consecutive terms.
In Virginia, governors and lieutenant governors are elected separately, so the two can be of different political parties and can be political rivals.

 Forfeiture in England and Colonial America
By the seventeenth century crimes that were considered felonies included murder, manslaughter, witchcraft, larceny, abduction of an heiress with intent to marry her, forgery of a deed or testimonial, transportation of a sheep, and malicious cutting of another man's tongue or his eyes [Veall, 1970:2].
Some were royal colonies (such as Virginia) thought to be under direct control of the Crown; others were chartered colonies (e.g., Massachusetts) in which extensive governing rights were given to a charter company; still others were proprietary colonies (e.g., Maryland and Pennsylvania) in which a single owner had been granted vast authority [Hall, 1989:14].
Given the fact that a number of colonies had abolished the use of forfeiture and corruption of blood, it is not surprising that the Constitutional Convention of 1787 took up the issue.

The administrative process which was necessitated by the imposition of the country rate, was the preparation of the list of taxables, with the estates which they possessed at their estimated value, the correction of these lists, the issue of warrants in accordance with them, and the collection of the tax.
Then the lists should be sent to the colony treasurer, and the treasurer should issue warrants to the constables of the several towns to collect the specified sums.
In Connecticut the town lists had first to be examined and equalized by the commissioners of all the towns in the respective counties, and then they were submitted to the general court.

 Tyler, Education in Colonial Virginia. III. Free Schools
In 1724 there was no public school, but as the minister had about the best endowed benefice in the colony the parish never lacked a teacher.
In 1724 Rev. Thomas Hughes reported the school as endowed with 500 acres of land, three slaves, and a number of cattle; and the master then was George Ranson.
James Blair, a Scotch clergyman, recently arrived in the colony, assumed the initiative, and Governor Francis Nicholson and his council, as well as the Convention of Clergy held at Jamestown in 1690, enthusiastically adopted the proposals drawn by him for a college, to be recommended to the next General Assembly.

The titles premier and first minister were variously applied to each of the principal ministers until 1869, when premier became customary.
Although the title prime minister was first used formally in the Schedule of the Civil List Act of 1873, no one used the title officially until Richard John Seddon, beginning in 1893.
Note: The first two kings were leaders of the revolt against the colony; after the second king's surrender he and his successors maintained a symbolic and prestigious community leadership to this day.
