Correspondence between the General Board of Health and the Colonial Land and Emigration Commissioners 1853-4 is in MH 13/252 and between the Poor Law authorities and the Emigration Commissioners 1836-1876 in MH 19/22.
The lists are copies furnished by ships' masters, as required by law, to port officers of the Ministry of Transport and sent to the Board of Trade for use in compiling statistics.
The Colonial papers, general series, as well as the Registers for passengers requiring licences to travel to New England, Barbados, Maryland, Virginia and other colonies 1634-1639 and 1677 (E 157) were used by J C Hotten to compile Original Lists of Persons Emigrating to America 1600-1700 (London 1874).

 North Carolina Governors
North Carolina's history as an organized governing system led by a governor may be viewed in five chronological stages: the Virginia colony, the southern plantation, the Lords Proprietors, the Royal colony, and the state of North Carolina.
A chronology of governors serving during each of these stages is listed at the bottom of the page.
Theactions of the Virginia governor outpaced his authority under the English Crown, and the Southern Plantation and its Commander were short-lived.

In that year the prospect of war with the French led several of the royal governors to call for a congress of all the colonies, to be held at Albany.
The legislative assembly of each colony was to choose, once in three years, representatives to attend a Federal grand council, which was to meet every year at Philadelphia, as the City most convenient of access from north and south alike.
The governor contended that these should be exempt from taxation; the assembly insisted rightly that these estates should bear their one share of the public burdens.

(5) The conditions for Officers of the Colonial Military Forces are similar to those for the Special Reserve, andc., except that only two months' attachment to a Regular unit, or unit of the Permanent Colonial Forces, is required.
Army Pay Department.—Officers are appointed to the department, on probation for a period not exceeding one year, after serving for five years in one of the other arms or branches of the service.

Between 1684 and 1777, the Colonial Attorneys General were appointed by the King of England, or the Colonial Governors on the Crown's behalf.
In 1700 the office of advocate-general, the earlier title of the public attorney of the admiralty court, was merged with this office.
By the Constitution the governor was required to do the appointing with the "advice and consent of the council." But in practice it subordinated the governor to the council whenever a majority of the assembly was politically opposed to him, and the annual election of the council greatly increased chances of such opposition.

He was the intimate friend of Ferdinand Gorges; and when the Laconia colony made its adventure to the region of what is now Portsmouth, in 1623, we find the fisheries and water power of Quampeagan at once made use of and appreciated.
Their object was "to found a plantation on Piscataqua River, to cultivate the vine, discover mines, carry on the fisheries, and trade with the natives." Gorges and Mason had great expectations of gaining wealth from certain legendary mines, as well as taking high rank from their possessions of manors and immense landed estates.
The list of the scholars who have received Bibles from the Lord Fund is, happily, in the possession of the secretary, Charles Cushing Hobbs, Esq.; and from the year 1817, when it begins, the students number about three thousand.
