 CATHOLIC ENCYCLOPEDIA: Reductions of Paraguay
The neglect of the Spanish governors to come to the aid of the missions in their peril was bitterly avenged by the subsequent destruction of the Spanish colonies in Guayra, by the Portuguese, and the loss of the entire province.
The governors confirmed the new officials in the Reductions after the annual elections, as also the newly appointed curas belonging to the Society of Jesus; they made regular official visits to the Reductions, and sent reports to the king regarding their visitations.
Controversies with the governors arising in consequence of unjust encroachment were always adjusted through the royal audiencia in Charcas, by royal inspectors or by investigating committees, especially named and appointed by the king himself.

Leslie V. Brock: The Colonial Currency, Prices, and Exchange Rates
Colonial paper currency, generally called bills of credit, was issued on two bases: on the credit of the colony supported by tax funds, and on loan.
In the case of New England and the Middle colonies, where direct trade between the colonies and Britain was at a minimum, it was necessary for the colonies to have recourse to a roundabout trade to procure the necessary bills of exchange and specie to pay their adverse balances with Britain.
In a colony where a specie standard prevailed and bills of credit were not issued as war finance measures, as was the case in Massachusetts between 1750 and 1775, the price of exchange fluctuated in harmony with that in New York and Pennsylvania, but the fluctuations were not so great.

The governor was, therefore, to send an inventory of the military stores in the province, and to report exactly on its state of defence, giving some account of its neighbors and its relations with them, whether these neighbors were Indians or colonists from foreign countries.
The governor was of course expected to support these officers to the best of his ability; but he was also required to suspend them from office, if necessary, making temporary appointments to fill vacancies until the royal pleasure should be known.
During the eighteenth century the management and supervision of colonial affairs were largely in the hands of the so-called Board of Trade, the origin of which may be traced to a commission issued by the crown in 1696, after a varied experience with other councils and committees charged with the care of the colonies.

This supposition is confirmed by the fact that, eleven years before (in 1660), the colonial Assembly had passed an act for the founding of “a college and free schoole,” to which object Berkeley, the council, and the members of the General Assembly all subscribed.
James Blair, a Scotch clergyman, recently arrived in the colony, assumed the initiative, and Governor Francis Nicholson and his council, as well as the Convention of Clergy held at Jamestown in 1690, enthusiastically adopted the proposals drawn by him for a college, to be recommended to the next General Assembly.
