Governor Benavides reported that "the English will never be satisfied" except by the return of their slaves.10 Despite British intimations of war, the Council of the Indies recommended against returning the escaped slaves.
Governor Montiano restated the crown's offer of freedom to escaped slaves from the English colonies in a Bando issued in 1738, and in the same year he established a settlement for the fugitives, called Gracia Real de Santa Teresa de Mose, about onehalf league north of St. Augustine.
The governor justified his actions on the basis that Mose was vital to the defense and to the agricultural provisioning of St. Augustine, although he admitted that recurrent illnesses among the fls prevented the latter.24 To assuage the fears of the residents, Mose was more heavily fortified in the following years.

 North Carolina Governors
North Carolina's history as an organized governing system led by a governor may be viewed in five chronological stages: the Virginia colony, the southern plantation, the Lords Proprietors, the Royal colony, and the state of North Carolina.
A chronology of governors serving during each of these stages is listed at the bottom of the page.
Theactions of the Virginia governor outpaced his authority under the English Crown, and the Southern Plantation and its Commander were short-lived.

 America In The Colonial Era: The Colonies In Their Political Relations
In the internal government of the colonies generally there were three main factors, the governor, the governor's council, and the assembly chosen by the people, the second being the prototype of the State senate.
Among the colonies there was a marked quickening of conscience on the subject, beginning near the middle of the century, -when the Quakers inaugurated their effective opposition to slavery,--and showing tokens of increasing vitality till the adoption of the Federal Constitution in 1789.
The first assembly of colonial representatives, in 1774, passed a resolution against the further importation of slaves, and in 1787 the proposition to exclude slavery from the northwestern territories received the assent of a11 the southern States.

 Chapter 1: The Original Source of Sovereignty
Therein the "United Colonies" were declared to be "free and independent States"; but even then the object plainly was not to declare their independence of one another or of the Union, but directly the contrary, as their mutual pledge and their mutual action before, at the time, and afterward, abundantly show.
Resolved, That the Congress recommend to the inhabitants of the colony of Massachusetts bay, to submit to a suspension of the administration of Justice, where it cannot be procured in a legal and peaceable manner....
For example on June 9, 1775, the Continental Congress resolved that, given the illegitimacy of the Act of Parliament altering the charter of Massachusetts Bay, and the actions of the royal governor in subversion of that charter, the governor of that colony be considered absent (overtones of 1689).

Governor Andros was imprisoned and the government overthrown on April 18, 1689, shortly after the news of the English Glorious Revolution reached Boston.
The governor was the commander-in-chief of the militia and appointed all military officials; he had the right to summon, adjourn, and prorogue the General Court.
The William and Mary Charter was modified in 1725 by the Explanatory Charter, issued by King George I. Further strengthening the position of the governor, this charter gave the governor the sole power to adjourn the House of Representatives and the right to negate the House's choice of their speaker.

 The Colonial Virginia Register
He was keeper of the colonial seal and ex-offio clerk of the Council and General Court, though the duties of these offices were actually performed by the titular clerks of the respective bodies.
The Councillors were the Governor's advisers in executive matters, and patents, etc., are stated to be issued with their "advice and consent." They constituted the General Court -the supreme court of the Colony and also had legislative functions as members of the upper house of the Assembly, corresponding somewhat to our senate.
The colonial almanacs (which were always published late in the year before that whose date they bear-as is the case now) contain lists which have in the main been found to be very accurate, of the members of the House in existence at the time when the almanac was printed.

 Colonial Virginia
That a colony was planted in Virginia, at or near Jamestown, in 1526, again on the Rappahannock in 1570, is not generally known.
January 8, 1608, the first ship to arrive in the colony, since the settlement, anchored off Jamestown and landed what is termed the first supply of colonists who together with others, from a,ship arriving on the 20th of April, gave a total of 120 additional members, three in excess of the original number of settlers.
Governor Wyatt reported that in defense against the Indians during that year, more of the red men had lost their lives than had been the total from 1607 to the time of the massacre.
