When Governor Gore promptly appointed his own secretary to this position, people in the province were disappointed, for they knew the governor would exercise close control over the agent, monitor his actions and interpret his reports to suit the interests of the governor and not necessarily those of the colony.
Governors were selected, not because of any special aptitude for or knowledge about the colony, but for reasons usually unrelated to the interests of the colony to which they were being sent.
Military governors had few political or diplomatic skills, and they held the extreme views of their aristocratic Tory class which was that the finer things in life should be only for those with prestige, property and influence.

The entire white population of the Colonies at the outbreak of hostilities in 1775 has been estimated by various authorities, including the historian Bancroft, at 2,100,000, of which about one-third was settled in New England, and the remaining two-thirds in New York, Pennsylvania, and the Southern Colonies.
Governor Macquire, on whom he called the next day for permission to exercise his ministry, bluntly announced his determination not to allow any Popish missionary to intrude on this Protestant colony, and ordered him to depart on the ship that brought him.
Succeeding governors of Canada, especially Haldiman and Craig, were less accommodating to Catholics than Carleton, and it was not till the diplomatic and uncompromising Bishop Plessis, one of the illustrious figures in Canadian history, took up the struggle for the liberties of the Church that Catholics began to breathe freely.

The basic doctrine of land tenure throughout the colonial period was that all land was held immediately by the King, to be dispensed by the royal officials of the colonial government in accordance with the wishes of the King.
The popular conception of colonial Virginia is that most of the land in the colony was owned by a few wealthy planters, of Cavalier descent, who maintained huge plantations worked by large numbers of indentured servants and/or slaves.
In colonial Virginia and North Carolina, all justices of the peace, vestrymen, officers in the militia and other appointed officials of the King were required to take a series of four oaths as a condition of appointment.

 Alexander Hamilton
In foreign affairs his role was almost as influential. He persuaded Washington to adopt a policy of neutrality after the outbreak of war in Europe in 1793, and in 1794 he wrote the instructions for the diplomatic mission to London that resulted in the Anglo-American agreement known as Jay's Treaty.
Hamilton's natural inclinations were then, as always, toward the side of order and established government, but a visit to Boston in the spring of 1774, and a close examination of the questions in dispute, convinced him of the justice of the cause of the colonies.
A list of the books written by or relating to Hamilton has been published under the title of "Bibliotheca Hamiltonia" by Paul L. Ford (New York, 1886).

The Supreme Court, as organized in 1778, consisted till 1788, of the three judges of the High Court of Chancery, the three judges of the General Court, and the three judges of the Admiralty Court.
In the above list the first four were judges of the High Court of Chancery.
