Governor Benavides reported that "the English will never be satisfied" except by the return of their slaves.10 Despite British intimations of war, the Council of the Indies recommended against returning the escaped slaves.
Governor Montiano restated the crown's offer of freedom to escaped slaves from the English colonies in a Bando issued in 1738, and in the same year he established a settlement for the fugitives, called Gracia Real de Santa Teresa de Mose, about onehalf league north of St. Augustine.
The governor justified his actions on the basis that Mose was vital to the defense and to the agricultural provisioning of St. Augustine, although he admitted that recurrent illnesses among the fls prevented the latter.24 To assuage the fears of the residents, Mose was more heavily fortified in the following years.

The Connecticut colony (1635, 1636) was an overflow from the large Puritan population which had emigrated to Massachusetts Bay, and its principal settlements on the Connecticut river were made under the protection of the older colony.
In the internal government of the colonies generally there were three main factors, the governor, the governor's council, and the assembly chosen by the people, the second being the prototype of the State senate.
Among the colonies there was a marked quickening of conscience on the subject, beginning near the middle of the century, -when the Quakers inaugurated their effective opposition to slavery,--and showing tokens of increasing vitality till the adoption of the Federal Constitution in 1789.

Therein the "United Colonies" were declared to be "free and independent States"; but even then the object plainly was not to declare their independence of one another or of the Union, but directly the contrary, as their mutual pledge and their mutual action before, at the time, and afterward, abundantly show.
First, the issue of whether the Congress represented the people in their direct sovereign capacity and not the regular colonial governments, is entirely distinct from that of whether the sovereign people thus represented were the peoples of the several colonies, or of the nation as a whole.
For example on June 9, 1775, the Continental Congress resolved that, given the illegitimacy of the Act of Parliament altering the charter of Massachusetts Bay, and the actions of the royal governor in subversion of that charter, the governor of that colony be considered absent (overtones of 1689).

Seeking some sort of employment from the colonial secretary, he was appointed high sheriff of Newfoundland on 1 March 1825.

 Forfeiture in England and Colonial America
By the seventeenth century crimes that were considered felonies included murder, manslaughter, witchcraft, larceny, abduction of an heiress with intent to marry her, forgery of a deed or testimonial, transportation of a sheep, and malicious cutting of another man's tongue or his eyes [Veall, 1970:2].
Some were royal colonies (such as Virginia) thought to be under direct control of the Crown; others were chartered colonies (e.g., Massachusetts) in which extensive governing rights were given to a charter company; still others were proprietary colonies (e.g., Maryland and Pennsylvania) in which a single owner had been granted vast authority [Hall, 1989:14].
This created a difficult situation, because slaves, in many of the colonies, were considered chattel and could, theoretically, be included as part of a forfeiture if their owner were convicted and attained for a capital felony.

As table 1 indicates, the naval office shipping lists for the years between 1723 and 1746 provide evidence of the export of slaves to North Carolina for most years (with the exception of 1731, 1736, 1742-1743, and 1745).
In 1772 royal governor Josiah Martin stated in a letter to Lord Hillsborough, secretary of state for the colonies, that although he could not report “with precision the number of Negroes that have been imported since my arrival here [in 1771],” he estimated the figure at two hundred.
Governor Dobbs believed that there was less illicit trade in North Carolina than in any other continental colony, while Governor William Tryon insisted that few violations of commercial regulations occurred in the province.
