Governors were selected not because of any special aptitude for or knowledge about the colony but for reasons usually unrelated to the interests of the colony to which they were being sent.
Military governors had few political or diplomatic skills and they held the extreme views of their aristocratic Tory class which was that the finer things in life should be only for those with prestige, property and influence.

The first imported slaves brought to the English colonies on the rest of continent were landed at Jamestown, Virginia, in 1619.
Slavery was legal in most of the 13 colonies in the 18th century, and was ended in many Northeastern and Middle Atlantic "Free States" only after the turn of the 19th century.
In 1806 the United States passed legislation that banned the importation of slaves, but not the internal slave trade, and the involvement in the international slave trade or the outfitting of ships for that trade by U.S. citizens.

From 1652 to 1660 the Governors were elected by the House of Burgesses, though there is some reason to believe that their choice may have been influenced by the wishes of the Parliamentary authorities, or of Cromwell.
The Councillors were the Governor's advisers in executive matters, and patents, etc., are stated to be issued with their "advice and consent." They constituted the General Court -the supreme court of the Colony and also had legislative functions as members of the upper house of the Assembly, corresponding somewhat to our senate.
The colonial almanacs (which were always published late in the year before that whose date they bear-as is the case now) contain lists which have in the main been found to be very accurate, of the members of the House in existence at the time when the almanac was printed.

Utility, Property, and Political Participation: James Mill on Democratic Reform, by Murray Milgate
When James Mill opened the entry on "Government" for Macvey Napier's Supplement to the Encyclopedia Britannica with the assertion that "the whole science of human nature must be explored, to lay a foundation for the science of politics" (1820a, 3), it was, for him, no recently formed opinion.
His doubts arose from an obvious consideration, namely, that the "people of England, who are governors, have an interest opposed to that of the people of India, who are the governed, in the same manner as the interest of despotic sovereign is opposed to that of his people" (ibid., 239).
He was led, therefore, to wonder whether the "salutory dread of insurrection" was all that remained to check "misrule and oppression" in that country (ibid., 241).
