Because governors rarely received specific instructions from the Colonial Office as to how to carry out their responsibilities in the colonies, they tended to be conservative in attitude and outlook.
When Governor Gore promptly appointed his own secretary to this position, people in the province were disappointed, for they knew the governor would exercise close control over the agent, monitor his actions and interpret his reports to suit the interests of the governor and not necessarily those of the colony.
Governors were selected, not because of any special aptitude for or knowledge about the colony, but for reasons usually unrelated to the interests of the colony to which they were being sent.

On his arrival in Sydney, Governor Macquarie bluntly informed him that no "Popish missionary" would be allowed to intrude within the settlement, and that every person in the penal colony must be a Protestant.
This colony had been founded in 1836 as a free and "socially superior" Protestant settlement, from which "Papists and pagans" were to have been rigidly excluded.
For a time all the colonies of the Australasian group followed the example initiated by New South Wales in according State aid to the clergy and the denominational schools of the principal religious bodies, Anglicans, Catholics, Presbyterians, and Methodists.

At the beginning of the Session the Governor announced that the Imperial Government intended to surrender the control of Crown revenues to the amount of £38,000, on the condition that a civil list of £19,000 should be guaranteed; the casual and territorial revenues, however, were still reserved.

Governors from now on would take their ministers from whatever group or party held the majority in a colony's Assembly, give them full support, and change them only when the Assembly produced a new majority.
In sum, truly responsible government was thus authorized for a colony's domestic affairs, under a party cabinet and premier, with the Governor simply responding to confidence votes in the elected House, though he would still have his own role to play in external relations.
Made Governor of Vancouver Island in 1851, he not only shaped that colony, but also a still newer colony, British Columbia, which emerged on the mainland when gold was discovered on gravel bars along the Fraser River in 1857-8.

The Supreme Court, as organized in 1778, consisted till 1788, of the three judges of the High Court of Chancery, the three judges of the General Court, and the three judges of the Admiralty Court.

 New Zealand
The titles premier and first minister were variously applied to each of the principal ministers until 1869, when premier became customary.
Although the title prime minister was first used formally in the Schedule of the Civil List Act of 1873, no one used the title officially until Richard John Seddon, beginning in 1893.
Note: The first two kings were leaders of the revolt against the colony; after the second king's surrender he and his successors maintained a symbolic and prestigious community leadership to this day.
