From 1610 to 1728, Proprietary Governors were appointed to establish colonies on the island.
Newfoundland received a colonial assembly in 1832 which was and still is referred to as the House of Assembly.
In 1842, the elected House of Assembly was amalagated with the appointed Legislative Council.

On his arrival in Sydney, Governor Macquarie bluntly informed him that no "Popish missionary" would be allowed to intrude within the settlement, and that every person in the penal colony must be a Protestant.
This colony had been founded in 1836 as a free and "socially superior" Protestant settlement, from which "Papists and pagans" were to have been rigidly excluded.
For a time all the colonies of the Australasian group followed the example initiated by New South Wales in according State aid to the clergy and the denominational schools of the principal religious bodies, Anglicans, Catholics, Presbyterians, and Methodists.

 Policing in St. John's, 1806-1871
In 1806 Governor Sir Erasmus Gower had placed the three magistrates then in the town under permanent salary (or stipend) to enable them to be independent of any private or professional interest.
Governor Sir Thomas Cochrane again applied the 8 pound annual tavern license to the salaries of the constables.
Organized in January, 1848, and paid for by a warrant on the colonial treasury, the Watch consisted of 20 special constables, who patrolled at night once the regulars went off duty.

 Newfoundland History, 1815-1848
Although the call for a colonial legislature for Newfoundland had been heard since at least the early 1800s--especially from such voices as the Scottish-born doctor, William Carson (1770­1843) and the Irish-born merchant James McBraire--it was not until the 1820s that a vigorous political agitation arose to achieve this goal.
As for Governor Harvey, his suggestion to the Colonial Office was for the abolition of the Legislative Council and the amalgamation of the councillors in one chamber with the elected members.
Given his past administrative experience in other colonies of being able to reconcile various conflicting political factions, Harvey was a good choice to oversee the implementation of the new constitution, which was a temporary measure to remain in force until 1846.

In New England, the colonial legislatures granted six-mile-square townships beyond the settled frontier to groups of veterans of earlier colonial wars.
Virtual representation - the type of representation used in the colonies - was based upon the belief that even though colonists did not directly elect members of Parliament, each MP virtually represented the interests of all the people in the empire, not just those of their constituency.
The colonies were embroiled in at least four major wars between 1689 and 1763 which consumed many of their economic efforts and energies, as well as reconfigured their geographic boundaries.

Between 1684 and 1777, the Colonial Attorneys General were appointed by the King of England, or the Colonial Governors on the Crown's behalf.
Until 1702 he was appointed by the governor, after which he was commissioned by the Crown.
By the Constitution the governor was required to do the appointing with the "advice and consent of the council." But in practice it subordinated the governor to the council whenever a majority of the assembly was politically opposed to him, and the annual election of the council greatly increased chances of such opposition.

This rebellion is basically against internal colonialism—as evidenced by official youth unemployment at close to 40 percent, run-down housing built in the 1950s and 1960s, a continual campaign of police harassment and brutality, and exclusion and racist discrimination in housing and employment.
It permits governors and mayors “to forbid the movement of people and vehicles,” to ban meetings, to “search homes at any time of night or day,” to control “press and publications of all kinds,” and to impose a two-month jail sentence for violation of the curfew, among other things.
It is the lack of understanding of the national question, of the colonial question, of the importance of coming out against national oppression, that now stands in the way of a united struggle against capitalist exploitation itself.

The titles premier and first minister were variously applied to each of the principal ministers until 1869, when premier became customary.
Although the title prime minister was first used formally in the Schedule of the Civil List Act of 1873, no one used the title officially until Richard John Seddon, beginning in 1893.
