		Whyte and the colonial treasurer, Charles Meredith (q.v.) were the first to go on ministerial tours, and as a result vigorous efforts were made to open up the country by constructing roads and bridges.
		In 1881 Whyte was able to report that the sheep of Tasmania were free from scab disease, a most important gain to the pastoral industry and the whole colony.
		He was also in the forefront of the struggle with Gipps concerning generally the powers of the council and the governor on the land question, and in 1846 moved and carried an address to the governor acquainting him that the council could not entertain a bill he had originated.

		At the head of it is a commissioner of education, appointed by the governor and the Senate, and a board of education, composed of the governor and the lieutenant-governor ex officio and six other members elected by the General Assembly.
		Under an act of the 12th of April 1883, as amended on the 4th of April 1902, education is compulsory for children between the ages of seven and fifteen, but the maximum limit is reduced to thirteen for children who are employed at lawful labor.
		The majority has occasionally protested by electing a Democratic governor, but he has not been able to accomplish a great deal, because until 1909 he did not have veto power nor effectual means to induce the Senate to ratify his appointments.

		On his arrival in Sydney, Governor Macquarie bluntly informed him that no "Popish missionary" would be allowed to intrude within the settlement, and that every person in the penal colony must be a Protestant.

		Between 1684 and 1777, the Colonial Attorneys General were appointed by the King of England, or the Colonial Governors on the Crown's behalf.
		Until 1702 he was appointed by the governor, after which he was commissioned by the Crown.
		By the Constitution the governor was required to do the appointing with the "advice and consent of the council." But in practice it subordinated the governor to the council whenever a majority of the assembly was politically opposed to him, and the annual election of the council greatly increased chances of such opposition.

		This battle was one of the bloodiest wars ever fought between the Shawnee Indians under Chief Cornstalk and the Colonials commanded by Lord Dunmore and Col. Andrew Lewis at the confluence of the Ohio and the Great Kanawha Rivers, now in Mason County, West Virginia.

	New Zealand
		The titles premier and first minister were variously applied to each of the principal ministers until 1869, when premier became customary.
		Although the title prime minister was first used formally in the Schedule of the Civil List Act of 1873, no one used the title officially until Richard John Seddon, beginning in 1893.
		Note: The first two kings were leaders of the revolt against the colony; after the second king's surrender he and his successors maintained a symbolic and prestigious community leadership to this day.
