In spite of the attitude of French superiority that prevailed at the colonial exposition, one of its major goals was to demonstrate to the people that the colonies were not simply the homes of exotic peoples and strange customs: they were the source of vital resources contributing to the health of the French economy.
The relationship of France toward her colonies, as argued in all the official documents for the exposition, was one of reciprocity: in exchange for the benefits of French civilization, the colonies would provide material goods to France.
But in 1931, the exposition organizers, backed by Minister of the Colonies Léon Perrier, were not primarily out to impress the natives: they were attempting to impress upon French people the importance of the colonies for the health of France, and the humanitarian good the empire was bringing to her subject nations.

Angela Fernandez | Record-Keeping and Other Troublemaking: Thomas Lechford and Law Reform in Colonial Massachusetts | ...
Lechford was doing copying work on the colony's proposed codes of laws, one of the responses to colonists' demands for more "written" and certain law, when he proposed a change in the colony's strict rule on church formation.
He navigated a number of complicated relationships in the colony's legal and political life, often acting as the (unofficial) notary public for the governing elites, one who might occasionally be invited into their houses to draw up a document or make a copy.
We may imagine, however, that he would have been appalled by the colony's attempts to appear to be more open about church membership than it in fact was, since his own exclusion from church membership caused him great trouble and pain during the time he was in the colony.

 African Forum
The equivalence of individuals within groups derived concretely from the manipulation of people in the mechanics of colonial administration, just as museums of African art derived from the possibilities of thievery in discrete periods of conquest, and animal "families" in natural history museums were assembled from kills made within particular safaris.
Colonial personnel in Africa prided themselves on interior knowledge, but they took their general orders from metropolitan officials living far away, whether in Mafeking and Cape Town, or the Foreign Office in London and the colonial ministry in Paris.
Such examples again show that the role of images in the colonial project does not emerge from the images themselves, but rather lies in their appropriation into structures of distribution and consumption.

Her stress upon the influence of merchants in the drafts of Frames of Government and later history of the colony is needed.
