The Governor of Massachusetts is the chief executive of the Commonwealth, and is supported by a number of subordinate officers.
The title of "His Excellency" is a throwback to the executives of the Massachusetts Bay Colony, Province of New England, and Royal Colony of Massachusetts, all of whom as royal appointees were afforded this title.
The governor also serves as Commander-in-Chief of the Commonwealth's armed forces, a position the power of which has declined as the states of the United States have become less individual nations and more subnational units.

McLaughlin: Constitutional History of the United States (1936)
The colonies were daily growing in self-assurance, in economic well-being, and in political competence; and the time was near when they were prepared to announce their rights or to demand assurance as to what their rights were.
Disallowance of colonial acts, though technically to be distinguished from judicial decisions, often in reality was exercised in such a manner as to keep the colonies within their own sphere and to preserve parliamentary acts, notably the navigation acts, from violation or impairment.
In other words, if a colonial law were disallowed because it exceeded the power of the legislature under a charter, or because it disregarded the principle that the colony should not pass an act contrary to the law of Britain, the disallowance really involved the question of the extent of legislative authority.
