His major objection, echoed by most other registry opponents, is that it would restrict the activities of honest companies but would be ignored by the worst spammers, who hide their identities and are responsible for as much as 90 percent of unwanted e-mail.
The Direct Marketing Association, which represents 4,000 companies worldwide, said a registry would cost the U.S. economy $12.5 billion per year and that DMA members would see a dramatic decline in the $33 billion spent by consumers as a result of e-mail advertising.

U.S. Customs plans to release this week a much anticipated list of 45 com- panies based in Macau and Hong Kong that have been found by their home govern- ments to be transshipping textiles and apparel.
The list, which will be posted on Customs' electronic bulletin board, is important to U.S. importers who have long complained about having to figure for themselves which foreign firms have broken international trade laws.
While the list is compiled from public records in Macau and Hong Kong, releas- ing the list in the U.S. is the result of an ongoing campaign to fight trans- shipping, including two previous rounds of joint factory visits in Hong Kong and a third round planned for September.
