Critics of ETFs argue that these flexible trading rules create an environment that fosters a short-term trading mentality using indexed instruments that were designed for long-term investments, and that investors use the trading features of ETFs to chase the hot fund or sector, not to match the performance of an index.
Because ETFs trade on an exchange, most shareholder activity is the matching of buyers and sellers of the ETF as opposed to trading activity in the underlying portfolio.
As listed securities on major exchanges, they are easily bought and sold throughout the trading day, allow for the creation of leveraged positions using margin accounts and can be sold short without an uptick.

If a cap-weighted index measures a company’s worth by what people are willing to pay for it, a fundamental index relies instead on the company’s economic impact (e.g., the size of its sales or earnings.) Both weighting schemes allow passive investors to scale their investment relative to a company’s size.
