The delay was largely due to disputes between the Mormon inhabitants--who had settled in the area in 1847 and were pushing for the establishment of the state of Deseret.
The US Government which was reluctant to admit a state the size of the proposed Deseret into the union, opposed the polygamous practices of the Mormons taught by the Church of Jesus Christ of Latter-day Saints, and observed that the region lacked the necessary 60,000 voters required for statehood.
In 2004, three proposed amendments[link] were put on the Utah election ballot, including the controversial Amendment 3, which defines marriage as between one man and one woman, as well as providing no legal recognition for other forms of civil union.

Utah counties claim such rights of way under a Civil War-era statute called RS 2477, which states, "The right of way for the construction of highways over public lands, not reserved for public uses, is hereby granted."
For years, Utah counties have feuded with the BLM over the interpretation of the statute, which Congress repealed 20 years ago.
Counties argue that any route across public land is a legal right of way which the county can claim as a road and maintain.

So its been about a month and a half since the Jaeger was handed to the University of Utah and today I received an email letting me know that the bird hasn't been studied in depth because the bio lab was extremely busy.
A White-throated Sparrow was observed at Fish Springs NWR in Juab Co. The bird was seen yesterday, Oct 19th, along the north-south ditch which runs along the west side of the picnic area.
Utah County Birders were treated to an informative evening of birding last night (Oct. 12) at their monthly meeting.
