This paper examines the Euroregions and focuses on the Carpathian Euroregion as a case study of the evolving concept of transboundary cooperation.
First, major obstacles and problems to Euroregion success are being created by national governments concerned that the Euroregions are too distant from their central authority and, by definition, seeking to diminish and undermine national power by undertaking transboundary cooperation with neighbouring states.
Euroregions in general and the CER specifically are seen from their respective capital cities as making economic and political decisions and policies that should be the rightful domain of the central government.

Even though the Council of Europe sponsored term "euroregion" means a similar thing, it should not be confused with the European Union sponsored term regions in Europe.

A Euroregion (sometimes also called ‘Euregion’ or even ‘Europaregion’) is a structure for cooperation between at least two different European countries, mainly but not exclusively EU member states – but in any case international.
One main reason for this is that Euroregions tend to bind together areas that are historically, culturally and economically distinct and don’t share much more than a border.
This is a nice map I found showing all the Euroregions Germany shares with its many neighbours… And at the same time demonstrating the peculiar EU penchant for naming stuff in a way reminiscent of maladroit Soviet acronyms.

Euroregions represent a supranational type of unions, or associations, of municipalities.
Associations of municipalities in border areas of the CR aim at the preparation and implementation of specific project proposals stimulating the area and ranging from consultancy services during project preparation and implementation to the participation in national and international programmes.
Euroregions also cooperate on the preparation of schedules of social, cultural and sporting events organised in the Euroregion and contribute thus to narrower cooperation, support of tourism and cultural exchanges.

For the core states of the European Union, the euro will probably be a more powerful integrative force than any of these, though even a currency union is not necessarily much more of a Heimat than a customs union.
Border regions like Mosel-Rhine, for example, seem to have a real identity, marked in a slightly macabre fashion some years ago when after a bad motorway pile-up casualties were divided between the nearest hospitals, which happened to be in three different countries.
What is striking in this list, I think, is the way it includes, for good reason, formal-legal relations as well as other beliefs and practices which one might assign to the sphere of civil society.
